Our programs are designed to directly assist artists whose freedom of expression has been restricted, support artists committed to advancing positive social change and fundamental human rights, and improve the laws, policies, and systems that shape artists’ lives and work.

ILA’s Legal Services program provides pro bono immigration legal services for artists facing persecution, censorship, or urgent humanitarian crises in their countries of origin.

Our legal team consists of international lawyers and immigration case managers with experience supporting at-risk artists through complex relocation and protection processes. Critically, ILA works with an international network of lawyers and partner organizations across Europe to support artists in accessing pathways to safety outside of their home countries. 

Legal pathways vary depending on the country and the individual case. Through our network, artists may receive support in pursuing:

  • Asylum or international protection in Europe
  • Residency and visa pathways offering safety and stability

Глобальная политика и адвокация

In collaboration with AFI, ILA advances global advocacy on freedom of artistic expression and cultural rights. The program engages with international and regional institutions, including the United Nations and European Union, to strengthen legal frameworks, inform policy development, and ensure that artistic freedom is recognized as a core human rights issue.

ILA contributes to key multilateral processes, including UN resolutions, joint statements, domestic and regional legislative initiatives, and Universal Periodic Review (UPR) processes, working to integrate the experiences of artists into policy and decision-making spaces.

ILA Makes a Difference

Since 2024, ILA has taken concrete action to protect, promote and foster freedom of artistic expression. Highlights include:

  • Organized 5 public events, including a film screening at Le Grütli and 4 concerts featuring artists in exile.
  • Documented violations of artistic freedom through the publication of a reference report on the politicization of arts and culture in Slovakia.
  • Amplified the voices of artists and cultural workers in international forums, by raising their situations and needs at the United Nations Human Rights Council through public events and targeted interventions.
  • Acted to protect cultural rights, by submitting written analyses to the United Nations to highlight violations and propose concrete recommendations to States.
  • Worked with European and international institutions, including UNESCO, to promote recognition of artistic freedom as a core human rights issue.
  • Used the law as a tool for protection, by intervening in legal proceedings to defend artists and freedom of creation.
  • Directly supported artists in exile, by facilitating their relocation and their professional and artistic integration in Europe.

Initiative pour la Liberté Artistique (ILA) accepts applications from at-risk artists around the world seeking support, protection, and relocation opportunities in Europe. For artists already in Europe, ILA also supports those who fear persecution in their home countries and are navigating displacement or seeking to rebuild their lives in safety.

In collaboration with our sister organization, Artistic Freedom Initiative (AFI), ILA may also assist artists pursuing pathways to protection beyond Europe.
